Provinces are fully integrated administrative divisions of the Empire of Lehmark that have undertaken the Annexation Process and are overseen and managed by the Imperial Government and its various Departments and Agencies. Provinces have no devolved powers or autonomous governance and are considered to be fully centralized under the Imperial Government.

Annexation signifies the formal transfer of Sovereignty over a specified Property. Through a Treaty of Annexation, the Empire of Lehmark asserts its Sovereign claim and incorporates the Property as a new Province within the Imperial domain.
This process does not alter ownership of land, dwellings, or related assets. The Empire does not take possession of annexed properties, and fully respects the Applicant’s legal right to occupy and retain ownership.

Crown Colonies were established by Imperial Decree 00010 - On Crown Colonies, and are a unique Administrative Division of the Empire of Lehmark, in that they are an extension of the Imperial Crown, and are not directly governed by the Imperial Government.
As a result of this, Crown Colonies enjoy substantial internal autonomy and are overseen by a Viceroy who governs and can enact laws with the support of a Governing Council. However, the Emperor and Autocrat retains ultimate authority.
While not fully integrated into the Empire, Crown Colonies and Colonists still enjoy the benefit of Government Services, such as the Imperial Bank and the Imperial University. All Colonists have unrestricted access to Government Services, and Freedom of Movement between the Empire and their main Colony.
Crown Colonies, as specified in Imperial Decree 00010 - On Crown Colonies, are Territorial Units of the Empire of Lehmark. While they form an extension of the Imperial Crown, they are not directly governed by the Imperial Government.
Lehmarkians can apply to have their residential or commercial property designated as a Crown Colony, as long as they are either the legal owner or a renter/tenant. Additionally, other Micronations with legitimate land claims can apply to become Crown Colonies.
Viceroys have the power to introduce colonial specific laws – known as Colonial Acts.
Viceroys can administer all justice so long as it complies with Imperial Law and Civil/Criminal Law Codes.
The Imperial Government will retain control over finances of the Crown Colonies and will provide Government Services.
All Colonists of a Crown Colony are considered full Citizens of the Empire of Lehmark and have Freedom of Movement.
The Viceroy can establish a Colonial Council with Councillors to provide administrative support.
The Emperor and Autocrat maintains overall leadership and power in a Crown Colony.
